The continuous growth of EDF Power Solutions, along with the increasing complexity and size of projects, brings light to the need for a common approach to establish and ensure steadiness and consistency, leverage on the projects volumes and capitalize on experience in real time.
As a response to that, EDF Power Solutions is seeking a Quality Engineer – Electrical (H/F) with substantial experience in large scale Energy Projects to oversee the quality of all electrical works of on-shore wind project in Egypt nearby Ras Shukeir, and ensure that works are installed, tested and commissioned in accordance with the approved design, the EPC Contract, the applicable standards, the grid code requirements and EDF Power Solutions quality requirements.
The scope covers the electrical interfaces of the wind turbines, the 33 kV medium voltage collection system, the HV substation and grid connection, the protection, control and SCADA systems, earthing and lightning protection, together with the associated factory acceptance tests, site tests and commissioning activities.
The Quality Engineer – Electrical (M/F) is meant to be permanently based at site.
The position reports to the Construction Quality Manager, while maintaining a functional link with the Projects Delivery Director and the EDF Power Solutions quality corporate team
Main responsibilities
The Quality Engineer – Electrical (M/F) will undertake the responsibilities, tasks and duties listed below:
Quality planning and documentation:
Review and approve the EPC Contractor and subcontractors Quality Plans, Inspection and Test Plans (ITPs), method statements, test procedures and commissioning procedures before the start of each electrical activity;
Verify that ITPs define clear hold points, witness points, acceptance criteria and reference standards aligned with the contract specifications and the equipment manufacturers requirements.
Ensure that installation is carried out only on the basis of approved-for-construction drawings, single line diagrams, cable schedules, termination schedules and loop diagrams.
Verify that all test instruments used on site hold valid calibration certificates, and maintain the electrical quality documentation and the final quality dossier.
Equipment inspection, FAT and storage:
Inspect incoming electrical equipment and materials (transformers, switchgear, cables, accessories, protection panels, SCADA equipment) against the purchase order, the specification and the packing list.
Review Factory Acceptance Test (FAT) reports and witness the FAT of critical equipment when required: power transformers, GIS/AIS, MV switchgear, protection and control panels.
Verify storage and preservation conditions on site: transformer oil and nitrogen pressure, cable drum protection, humidity control for panels.
Raise damage and shortage reports and ensure corrective actions before installation.
33 kV medium voltage collection system:
Inspect MV cable installation: trench conditions, bedding, pulling tension, bending radius, separation, cable marking, joint bays and route markers.
Verify MV cable terminations and joints: preparation, torque values, cleanliness and installer qualification, in accordance with the manufacturer procedures.
Witness MV cable tests: insulation resistance, sheath integrity, VLF or AC withstand tests and partial discharge measurements where specified.
Verify installation and testing of MV switchgear, ring main units and turbine transformers, including interlocks, labelling and protection settings.
Verify earthing and bonding of cable screens and compliance with the earthing design.
Wind turbine electrical interface:
Verify electrical installation inside towers and nacelles together with the WTG supplier: power cable routing, connections, torque marking, cable support and fire barriers.
Inspect earthing and lightning protection of each turbine: foundation earthing ring, down conductors, equipotential bonding and earth resistance measurements.
Verify fibre optic and control cable installation, splicing and testing (OTDR) for turbine to substation communication.
Support the pre-commissioning inspection of each turbine and control the punch list before energisation.
HV substation and grid connection:
Inspect the installation of power transformers (positioning, oil filling, vacuum treatment, bushings, tap changer, cooling) according to the manufacturer instructions.
Verify installation of GIS/AIS equipment, circuit breakers, disconnectors, instrument transformers, surge arresters and busbars, including SF6 gas handling and leak tests.
Inspect the substation earthing grid and verify earth resistance, step and touch voltage measurements and lightning protection.
Review installation of protection, control, metering and SCADA systems, including panel wiring, loop checks, relay setting verification and communication with the grid operator.
Verify DC and AC auxiliary systems: batteries, chargers, UPS, LV switchgear and emergency generator.
Testing, commissioning and handover:
Review and approve test and commissioning procedures prior to execution and witness pre-commissioning tests: insulation resistance, continuity, transformer ratio and winding resistance, contact resistance, primary and secondary injection, relay functional and interlock tests.
Verify SCADA and communication tests: point to point checks, redundancy, cyber-security configuration and data exchange with the grid operator control centre.
Verify compliance with the grid code (protection coordination, reactive power control, fault ride-through and power quality) together with the grid connection team.
Ensure that energisation procedures and permits are followed and that all hold points are released before each energisation step; verify infrared thermography surveys on critical connections.
Raise, track and close Non-Conformance Reports (NCRs) and corrective actions with a root cause analysis, and control punch lists (A/B/C) until closure.
Prepare weekly and monthly quality reports with KPIs and compile the final electrical quality dossier (as-built drawings, FAT/SAT reports, calibration records) for handover.
Comply with electrical safety rules (permit to work, lock-out/tag-out) and stop any activity that presents a risk to people, equipment or the environment.
The position contributes to feeding EDF group with major quality related learning from large scale wind construction and will provide direct benefit to the community of international electrical and quality engineers
